Multiple appointment needed to completely botch a patients medication at FHCSD

Diana Clem reported how it took the extremely incompetent staff three appointments, and they still managed to screw up her meds, forcing her into an emergency.  The rude and abusive behavior many others reported was clearly happening in this case.  It is hard to see how this is not billing fraud - poor Ms. Clem when through all this frustration just to get some eye drops.  How much did these people charge the government for this horrible service?
